Smoothing. With only 10 ratings, the smoothed estimate stays closer to the global average (often 3.0-3.5).

What's a good rating?

Highly category-dependent. Restaurants often average 4.0+; tech products average 4.2-4.5. Below 3.5 is usually concerning.
