Level 1: take the maximum of your class hit die plus your Con modifier. Each level after, take the average (half the die plus 1) or roll, plus Con modifier. Con goes up means HP per level retroactively recomputes.

What does the Tough feat do?

Adds 2 hit points per character level. So at level 10 you gain 20 extra HP.

Should I roll or take the average?

Average is more reliable and reduces variance. Rolling is fun but unforgiving - one bad string of low rolls can leave a character behind on durability.
